Equipment and method
Professional polygraph. Concealed information detection method.
I work with the concealed information detection method on the Rubicon computerised polygraph — a Ukrainian instrument used by examiners across the country.

Confidentiality
Only we know about your examination
Voluntary consent
I examine only with the person's written consent. No consent — no test. This is both the law and a principle.
Result to the client
The report goes to whoever ordered the examination. Third parties — only where there is a legal basis and the required consents.
Limited retention
Examination materials are kept for no more than 14 calendar days, unless a different period is set by law or a separate consent.
No judgement
Being stressed is normal. I explain every step — no traps, no pressure.

Limits
What I do and what I don't
A polygraph is a tool, not magic. Honestly about what it can do and what I will not take on.
If your situation is not suitable for a polygraph, I will say so in the consultation — not after payment.
Only with voluntary consent
The person signs a consent before the test and may stop the examination at any moment. Coercion makes the result meaningless.
I do not test minors
I do not examine children or teenagers. For family matters there are other ways — I will tell you about them in the consultation.
I do not perform forensic examinations
My report is for you, an employer or a family. A court requires an expert examination under a separate procedure.
I do not promise «100 %»
A polygraph gives no absolute guarantee of establishing a fact. That is why I word the report carefully and explain what it means.

About me
Service experience
I am Volodymyr Palahniuk, a polygraph examiner in Chernivtsi. Retired colonel, combat veteran. For more than 20 years I served in the operational-investigative and intelligence units of the State Border Guard Service of Ukraine and the Foreign Intelligence Service of Ukraine. The service taught me the main thing: in a difficult situation, facts matter, not emotions.
Three degrees that work together: military — Institute of the Border Troops of Ukraine (1994), law — National Academy of the Security Service of Ukraine (jurisprudence, 2008), and professional polygraph training — Odesa I. I. Mechnikov National University and the Tetiana Morozova Centre for Expert Research (2026). In addition — OSINT training by UNODC/OSCE.
I have headed the security service of a retail chain and worked as legal counsel at a state enterprise — so I understand the business owner, the employee and the legal side of an examination. I work with the concealed information detection method on my own Rubicon polygraph. Sole proprietor, veteran-owned business.
